Proposed change

Currently Intel "GPU usage" is cherry picked based on the ffmpeg presets used, and they are shown as the specific engine. This PR updates the overall GPU usage to use rs6 which is a true indicator of overall GPU idle time, making it easier to calculate a general GPU usage.

We also break the existing engines out into an encoder and decoder.
